In this paper the author critically analyzes normative solutions in different legislature (Constitution, Rules of Assembly and sheepshead bay boats Law on Referendum and Public Initiative), which regulate the procedure of decision making on changes of the Constitution of the Republic of Serbia.The special emphasis is given to: open issues, legal gaps in the procedure, incomplete or controversial solutions, application of rules on legislative procedure and procedure on nobivac 1-dappv for puppies decision making on amendments of Constitution.These are the issues that may require a need for additional interpretation, and therefore the author critically analyses which bodies, institutions or individuals on their top will be authorized to interpret procedural rules.
